The government is full of idiots
In short, that's approximately what the just-released 9/11 commission report states. Numerous government officials underestimated the gravity of the threat. They failed to use their imagination as to just what COULD happen. With no definite plans found out or dates discovered, imagination seems to be the one useful piece of planning one could resort to. Without any firm plan on how to PREVENT an attack, they only had plans in place for what steps to take after an attack occurred. It sure didn't help that after the attacks occurred, Bush continued reading stories to kindergarteners (probably the correct reading level for Bush).
